FOREST HILL ASSOCIATION
BOARD OF DIRECTORS MEETING
JULY 6, 2009



Board members present: Mel Bachmeier, Katie Balestreri, Kathe Farrell, Dan Kelly, Sally Kipper, Warren Krauss, Diane Wara

Others in attendance: Paul Bessieres, John Balestreri, Walt Farrell, Harold Wright, Steve Halpern, Ms. and Rigo Cabezas, Alessandra and Joseph Zarate Sanderlin.

Call to order: by President Kelly at 7:05PM.

Minutes of the Meeting on May 4, 2009 were approved unanimously as submitted.

Minutes of the Executive Session on June 1, 2009 were approved unanimously as submitted.


Treasurers Report: (Attached.)Sally Kipper reported that all delinquent notices, except lien notices, had been sent out by mid June. Directors followed up with phone calls. Final notices announcing lien action will be delayed until mid August, with institution of lien actions beginning in September.
The Clubhouse Rental Report shows that, YTD, approximately 63% of CH anticipated receipts have been realized.
Warren K. moved, Katie B. seconded, and the board voted 5-0 to accept the report.


WTPCC: Walt Farrell reported that the recommendations of the Nominating Committee for next years officers were accepted and voted unanimously. Discussion was held about the transfer of police captains among districts for no cause.State Senator Leland Yee and S.F. Chief Public Defender Jeff Adachi addressed the members.


Advisory Committee Reports:
Architecture: Steve Halpern reported on the actions taken by the Architectural Review Committee at its June 15, 2009, meeting June 15, 2009 ( Minutes attached), with the following additions:

99 Magellan: Diane W. moved, Warren K. seconded and the board voted 5-0 to authorize a formal complaint.

15 Castenada: If the letter to the Director of DBI has not been sent, Steve requested that the reference to 200 San Marcos be deleted.

150 Cortes: Dan K. has talked with the owner about the fence.

21 Castenada: The house is for sale, and it was recommended that the realtor be contacted about landscaping concerns.

2 Plaza: Discussion over what should be done about illegal sign and use of building. FHA might invite members to address a meeting.

293 Magellan: Steve will write and file a complaint about the illegally constructed shed.
Diane Wara requested that the next newsletter contain a clarification of the need for a permit for backyard sheds.

NEW PROJECTS:

10 Marcela: Diane W. moved , Sally K seconded, and the board voted 5-0 to support construction.

51 Sotelo: Diane W. moved, Mel B. seconded, and the board voted 5-0 to support construction of an enlarged garage.


Clubhouse: John Balestreri reported that the termite work has been completed. He will get estimates to repair/replace the CH fence in the back of the property. Rigo Cabezas will get the janitors closet repaired.


Landscape: Diane W. reported that the clubhouse irrigation system is being addressed. She thanked Harold Wright for working with Valley Crest to update the irrigation sustem. There are plans to plant a large cypress and 2-3 fruit trees in the back area. The Garden Club has written a letter requesting participation in the responsibility for Clubhouse plant maintenance. Diane will suggest that 1-2 members of the Garden Club join the Landscape Committee. Tree trimming is scheduled for August. The Committee is working with neighbors on lower Alton re shrub planting. Paul Bessieres requested removal of 4 trees on the parking strip in front of 51 Sotelo. He offered to get permits and pay for replacement. Discussion ensued with the result that Valley Crest will be requested to investigate the need for removal.


Legal: Warren K. continues to monitor the Baum-Glass law suit. The most recent ruling states that a suit in San Francisco cannot affect rights in other states.


Announcement: Dan K. reported that the next newsletter will contain a job announcement for additional office help.
