BOARD OF DIRECTORS MEETING
AUGUST 2, 2009

Call to order: by President Kelly at 7:10 PM.
Minutes of the Meeting on July 6, 2009 were approved unanimously with the clarification, under Landscape, that the irrigation system referred to is that surrounding the Clubhouse.
Treasurer's Report: A tax specialist for non-profits, May Pon, from M. Butterfield Brown, has been retained to assist in straightening out the last two year's employee tax reports and required nonprofit state and federal filings. After studying the Association books, she has determined that there is no sign of malfeasance. Sally, after much work, has been successful in reconciling the books with the bank statement. A bookkeeper is being sought who would be responsible for monthly fiscal reporting.
Non-payee dues, with interest, now amounts to $10,500. Board members will make an additional round of calls to those 25 homeowners, with the deadline extended to September.
Assets total $330,000. Detailed Financial report is available.
Acceptance of Treasurer's Report was moved, seconded, and passed unanimously.
Forest hill Garden Club: No report
West of Twin Peaks: No report
Proposal:
May Luke presented a proposal to have Earplay, a music group that serves the Bay Area community, use the Clubhouse to hold a fundraising event, featuring Peter Sellars, to raise funds to provide awards for outstanding new Chamber music pieces. After discussion, the proposal was moved, seconded, and passed to allow the group to rent the Clubhouse at the homeowner rate under May Luke's sponsorship as home owner.
Advisory Committee Reports:
Landscape: As reported by Diane, major issues follow:
1) 205 Castenada - Removal of olive tree for $200.
2) 259 Castenada - Tree has lifted sidewalk; Valley Crest agreed that pruning
is indicated.
3) 51 Sotelo - 3 sets of trees under discussion:
a) Elms on property need a tree permit from the City;
b) Acacia in the sidewalk strip has been badly topped.
FHA will prune into shape. If not acceptable to property owner,
he can try to get a city permit to remove;
c) Plum trees.
The owner has requested a letter of support to the City to
remove all trees. Motion to deny owner's request to support of removal
of all trees in a single request was moved, seconded, and passed
unanimously.
4) 15 Mesa - After discussion, it was decided to get a neutral opinion about the parking strip Cypress tree. The cost of removing the entire tree is estimated at $6500.
5) Summer pruning schedule will be posted on the web site by August 15 to give time for responses/requests.
It was moved, seconded, and passed to accept the report.
Architecture: Steve Halpern reported
1) 260 Dorantes - the 10x14 2-storey addition in the rear was approved subject to confirmation that neighbors on both sides have been contacted and have no objection.
2) 44 Mendosa - fence is to be lowered soon.
3) 200 San Marcos - SF Planning Dept. requires that there be a 1 car space; homeowner says this is fiscally impossible.
4) 21 Castenada - There continues to be insufficient landscaping in front of structure. FHA awaiting the City's sending of notice of violation.
5) 15 Castenada - Complaint was sent to Supervisor Elsbernd suggesting that owner replace adjacent fence.
6) 486 Dewey Blvd. - No response yet from owner about shed.
7) 2 Plaza - The sign is not permitted, according to the City Planning Department. 8) 51 Sotelo - Dan will write letter requesting the protection of trees on either side of garage.
It was moved, seconded, and passed to accept the report.
Legal: Warren Krauss reported
1) FHA's liability insurance will cover the fallen tree at 15 Mesa.
2) Glass-Baum lawsuit - FHA's interest involves preservation of the easement. If the easement is not involved, the Association can withdraw participation in the suit. There is probably no insurance coverage for litigation.
Clubhouse:
Steve Halpern asked that the electrical system be brought to code soon. He recommended that, if comprehensive plans to renovate the Clubhouse are not formulated by the end of the year, the electricity component be addressed independently.
Announcement: Because of Labor Day, the next meeting's probable date will be Tuesday, September 8, if the Clubhouse is available.
